These solutions were not ideal in terms of democratic ideals, but they did help to stabilize the political system. In that sense, Putin was a transitional leader: the system he built was organically, and in many ways deliberately, contradictory, with considerable internal institutional and policy flaws that would have to be rectified over time. Putin's leadership typified a kind of neo-authoritarian stability that did not repudiate the constitutional system's democratic principles, but did not let the democratic order to reach its full potential.

The debate on sovereign democracy, popularized by Vladislav Surkov, the presidential administration's deputy director, highlighted the problems in the Putin regime's relationship with democracy. Sovereign democracy was a tutelary democracy philosophy in which society's political competition was constrained, but pluralism was not discarded (as explained in this collection by Vladimir Gel'man). Growing self-reliance in international affairs, as well as increased confidence in the country's ability to manage challenges on its own terms, were also based on this concept. If they were fixed in this way, they would be long-lasting and permanent.
